Who are these men?

The men on the screen behind Broyles can be seen in several different scenes inside the Fringe Division office.

They could just be randomers related to another case? Although my understanding is that the Fringe Division is a task-force specifically set up to investigate the pattern. So perhaps this is forshadowing to a future episode?

Or it might just a way of making the office seem more realistic and 'busy'..

They're probably just people involved in production. A lot of throw-away character names and images appear to be crew members, their families, friends, even characters for projects from the past (such as the Casey Peretti jokes). Guy on the right is cute.
