I am actually going with Nina Sharp for this episode.
Esterbrook seemed to be acting as a pawn to somebody more than a villain himself.
While Nina might not have qualified as a villain, I can't help but ignoring the "evil aura" that seems to be around her at all times and the fact that she seemed to take it as casual knowledge that Esterbrook was experimenting how he was. Maybe her company is involved in equally sinister projects?
