The lights that flash at the begging that make the guy loose track of time.

It goes Green Green Green Red.

Like this, and other times it has popped up.

HAHAHA. That'll learn me. I was working when this episode aired. So I am watching it right now.

It seems its for mind control.

I think Peter referred to the resulting state as Hypnagogia. Here's some more info on it, quite interesting actually:

Hypnagogia (Greek ὕπνος, húpnos "sleep" + the root found in ἄγω, ágō "to lead away, conduct, convey", ἀγωγεύς, agōgeús "conveyor", ἀγωγή, agōgḗ "abduction, transport, leading away" etc.), often misspelled hypnogogia and , is a term coined by Alfred Maury for the transitional state between wakefulnesssleep

Sometimes the word hypnagogia is used in a restricted sense to refer to the onset of sleep, and contrasted with hypnopompia, Fredierick Myers’ term for waking up.[3] However, hypnagogia is also regularly employed in a more general sense that covers both falling asleep and waking up, and Havelock Ellis questioned the need for separate terms.[4] Indeed, it is not always possible in practice to assign a particular episode of any given phenomenon to one or the other, given that the same kinds of experience occur in both, and that people may drift in and out of sleep. In this article hypnagogia will be used in the broader sense, unless otherwise stated or implied.

What still intrigues me is that the green/red dots (or lights) seem to be 'corporate brands' when seen on Rouge and September's person. Whilst one tried to 'abduct' the cylinder, the other wanted it to be protected.

There were also dots on the kayak in Olivia's dream sequence.

I find it mysterious that these dots seem to be connected to bad guys and good guys, at least I thought the Observer was a good guy.
