Walter stated in season 3 episode 19 that Belly always hated goodbyes. If Bell is now alive again in this timeline it would be an indirect continuation of this theme (although one could argue that the events that lead to Belly's 'deaths' in the original timeline may have never happened in the Amber timeline).

Exactly. Same reason the other cortexi-kids might still be alive, too. Our attempted "invasion" of the other side probably never happened, as they just kidnapped Olivia instead of Peter in S1.
