Little Theory on the Observers

Ok during the encounter between Broyles and Captain Windmark. Windmark offers Broyles his flask of water to which Broyles says it will have no effect on him. To this, Winmark notes that it hydrates him.(no kidding Windmark)

I believe since in the future he is from, their water is polluted to the point where they do not have much access to it. So I think that to Windmark(and the other Observers) the water is a depressant like alcohol due to the fact that they do not get to drink much of it in their world. Thus he keeps it in a flask like an alcoholic beverage would be kept. This is why Broyles states it would have no effect on him since obviously their water supplies are not polluted in 2036.

To support this theory further, in "Arrival", September gulps down a full glass of water as if he is terribly thirsty. This tells me that their water is in short supply due to it being "poisoned" as Walter put it. So it makes sense why September would seem so thirsty. Although, if water affects Observers like alcohol affects humans, why didn't September come stumbling out of the diner? I guess his "water" tolerance is high? But how could this be if their water is poisoned in their world?

As far as the thing about eating a sandwich with raw meat and dousing it with Jalapenos, pepper, and hot sauce, I haven't quite figured that out yet. Unless they have something wrong with their taste buds or something, so they can only tastes things when they are extra raw and extra spicy. If they are low on food in their world, I would much rather hit up a pizza joint or something, not eat a raw beef sandwich. So it must be something else.

Yeah, I think you're right with the water theory. I was thinking the same thing.
And about the spicy food thing - when September met with Walter in "The Arrival", Walter offered him a sip of his root beer float. September turned it down and said, "No thanks, I wouldn't be able to taste much anyways."
So I'm assuming the Observers have dulled taste buds.
