Why did he thought it was necessary to inform the Fringe Divison (his bosses) about Olivias replaced memories and sent her to Dr. Anderson? In Septembers Notebook stand: "When Olivias memories began to transition to Peters Universe, Broyles ordered her to submit to counseling sessions with Dr. Anderson to establish whether she could still perform her job functions."
I mean in episode 1.17 (bad dreams) he said them nothing about Olivias nightmares and her suspicion, that she could have killed the people from her dreams or thought that she could be not able to do her job.
