I've always thought that Astrid was a plant for the CIA or NSA. It makes sense given her behavior and background. (Her educational background is exactly what the CIA looks for in recruits, per the CIA web site, for example.) Her mission was to keep close tabs on Walter, who must be watched given the importance of his past defense-related work.
After the finale though, I'm no longer very sure they are going this way with her character. They seem to be intent on giving her some kind of power like telepathy - I think she is capable of joining in a hive mind when she is around others like her.* Over the next season, my guess is that we'll see her melding more and more with Walter. This is an ability that I think she might have in common with the Observers, though she isn't an Observer.
Further wild speculation: Overall, one of the themes of the show is the evolution of the human race. We have the First People who had natural powers like the cortexikids, the Second People who are people like us without those natural powers, and Observers who are perhaps the Third People, what the human race will eventually become. Astrid, Peter and Olivia perhaps represent the first examples of Second People (us) evolving into the Third People.

*In "Inner Child" it was Astrid who was able to guess correctly what the child was thinking when no one else could. Another clue?
