The crash and the shapeshifter

I am so confused with this. I'll try to explain as simple as I can.

(1) We know that Olivia came back from alternate universe via the car windshield.

My problem: If you have a steady car, irregardless of whether somebody undo the seatbelt, would you expect someone to come back flying out off the windshield?

(2) The shapeshifter knew that he prevented the meeting and knew that Olivia, his target, died in a fatal car crash.

We then can assume that he is not in the alternate universe, chasing after Olivia. However, he is chasing a car without a driver? Or am I right to say that the "exit" of Olivia to our reality occurred right before the crash? And the span between the car crash and Agent Jessup's investigation is in fact 1 hour? Is that a reasonable timespan? And that 1 hour is the meeting with William Bell? But that doesn't explain the hotel and elevator, because we are eliminating that scenes.

she went to the hotel without knowing she had crossed over at the time of the near crash.

then the elevatar moved her from the hotel to WTC.
