The device
In season 2 episode 22, when Nina saw the sketches of the device, she said that it was William Bell's technology and they hadn't built it.
But, we now know that the device is the First People's technology. The device has been broken down into pieces and hidden into different parts in our world.
1. If Sam Weiss shared his knowledge about the device with William Bell, then, where did Walternate learn about this device from? From Sam Weiss? Or, from William Bell?
2. The First People hid the parts but wanted them to be found. The possible explanation is that the First People wanted the device to operate again when both sides are capable enough in technology.
Any other idea?
Other side decoded the exact same radio singnal Astrid decoded on our side. Other side dug out their machine. Then made sure our side wouldn't decode the signal (started erasing the memories of people that came close to decoding it) and then the Bishops + Astrid walked in and ruined his plans.
Bell probably saw the sketches of the device on the other side, Nina just assumed it was his tech for some reason.
To me it is rather obvious that William Bell and Walternate probably had some sort of relationship in the Altverse. Bell was at least creating and supplying small arms to the government and Fringe operatives 'over there.' He was most excited about his revamped handgun.
So I think it is likely possible that Walternate discovered the machine - somehow, and perhaps asked Bell for his help with the technology. Bell, perhaps recognizing the importance, likely stole the plans, and showed them to Nina, but lied to her about what it was and that he was its creator.
People lie. Books lie. Legends and myths lie. "The First People" book may be a lie concerning the philosophy of the First People.
Suddenly the old line, "Follow the path with a heart," from Carlos Castaneda's nahual teacher Don Juan comes to mind. Something for the Fringe characters to consider. But then Castaneda's books were probably a fiction, a lie, also!

The Device
If the First People, built this device and it does what the storyline implies, why did they build it in the first place, only to dismantle it and hide it all around the planet. I'm guessing because its dangerous. Yet seeing how our the scientific community has acted in the series. i.e. Robert bishop develops the toxin that could be used for any number of unspeakable things, instead of destroying it. He hides it in a book. Same goes for walter, who hides the pieces of his DisRay in safe deposit boxes. Even tho it works it just doesnt do it to be condusive to practical use. In fact all of walters work on going places he shouldnt instead of destroying these potentialy dangerous devices he hides them. Well either before or after the First People were wiped out, someone hid the pieces. We havent learned if it had anything to do with the destruction of the First People. But some one did hide it. I'm betting there were two devices one for each universe. Yet the AU seems to be considerably different. For instance the fact that california slid into the ocean over there. Don't see where the "Path Not Taken", has anything to do with california being gone. So who knows what other geographic differences exist in the AU. Seeing as Walternate has run into a wall and can't complete it is because the pieces are destroyed or cant be found, and not being able to crossover as easily as or side. He needs someone here to build it. Not to mention the way Walter has been acting, I'm sure he knows something about it. we don't know how long Walternate has been aware of the First People, or the existence of the device, but I'll bet there being more technologicly advanced than us is because they found some of these pieces and studied them, not unlike walter and willam stealing advanced technology from there world to be used here. like the Digital cell phone walter had in the episode "Peter". Who's to say that walter didnt have access to some information or that was gleaned from some piece of ancient tech to build the things that he did. I can't figure out how in our universe all knowledge and tangible evidence is non-existent on the First People except for a one print book published in 1897. Seems like someones been cleaning up after themselves. If some of the FP still exist, being locked in a secret govt facility being studied for the rest of there immortal life, would be a good enough reason to wipe any reference to them out. Seems like sam weiss has been busy. I bet he's gonna try to stop them from looking for the pieces.

I don't think they were erasing people's memories because they didn't want them to figure out the code. In fact, just the opposite. Walternate's been communicating with Alivia, and he wants Peter to find all the pieces of the machine. I think the shapeshifter erased people's memories to draw attention to the numbers stations.Originally Posted by capri
William Bell may not have invented this technology. He may have just brought it back from the red universe.
I believe that the red universe simply discovered the existence of the first people and their device before the blue universe did.
