Walter said he built the machine to go back in time to find the only man who successfully cured the same rare disease peter was ill with as a child, so technically speaking you could go back in time, seeing as thats what its original purpose was

Why would Bell/Nina have written the ZFT if they are actively trying to advance technology?

It refers to a scientific terrorist cell, but we now know that it stands for "Zerstorung durch Fortschritte der Technologie" (or "Destruction by Advancement of Technology" in English).
